
Introduction
The Africa Centre of Excellence for Sustainable Cooling and Cold Chain (ACES) invites applications for the workshop in the GESI in Cooling and Cold-Chain sectors Course for Policymakers. This one-day workshop course combines some theoretical knowledge with critical analysis and engaging group discussions.
The course is designed for policymakers, government officials, decision-makers, and business leaders who can influence the policy reforms and facilitate the integration of GESI in the cooling and cold-chain programmes and policies. The workshop highlights the acute need for policy reforms in the cooling and cold-chain sector, including cross-cutting sectors which either hinder or promote the technological and non-technological advancement of the cooling and cold-chain sectors.

Course Description
Policy reforms are key in mobilising investment for cooling and cold-chain infrastructure at the national scale, growth of accessible business and finance models, development of clean cooling technologies, training and capacity building to adopt innovations, and to improve access for all members of marginalised communities.
The course will follow a workshop format, which will involve introduction of key concepts important in doing GESI, and the significance of GESI lens in the cooling and cold-chain sector. Then, followed by an overview of tools to integrate GESI in policies, programmes, and budgeting. The participants will work in groups to share their personal experiences on challenges they have faced, the best practices, and opportunities to mainstream GESI in cooling and cold-chain policies/practices.

Syllabus Outline
The GESI in cooling and cold-chain course for policymakers will cover the following key topics:
Mainstreaming GESI in cold-chain programmes and policies.
- Importance of mainstreaming GESI in cooling and cold-chain programmes, policies and institutions.
- Value of GESI integration and how it unlocks potential for more equitable, sustainable, and resilient cooling and cold-chain systems.
- Process, opportunities and challenges in mainstreaming GESI in the cooling and cold-chain sector.
- Policy mapping and review process to assess GESI integration using GESI markers; institutional analysis of staff roles and responsibilities, safeguarding policies, human resource policies.
GESI-responsive budgeting in cold-chain programmes and policies
- Importance of GESI-sensitive budgeting
- Key stakeholders involved in GESI-sensitive budgeting and their potential roles in GESI-sensitive budgeting.
- Key steps to consider in planning and implementation of GESI-responsive budgeting.
